Innerduct - separation of wire classes

I understand solid ENT can be used to separate wire classes and be deemed a permanent barrier.

What about split inner duct? Would you consider that a permanent barrier to separate wire classes inside and enclosure?
 
I can see a steel bent plate screwed in the back of the enclosure as permanent fixed barrier. I can also see a conduit that you need to sleeve conductors through as a permanent means, but a raceway that is easy enough to open up? Not so sure on that.

Perhaps if additional provisions are set in place to keep the split duct closed more permanently.
