Inside a site light pole?

I have an application where I'd like to put a relay inside a site light pole. What is the classification inside the pole... damp, wet, dry? Is the pole considered a 3R enclosure? I'd like to use a RIB relay, but they are only rated NEMA 1. Any thoughts?

I would say it is damp or wet. It is not an enclosure, so I gotta doubt it is rated 3R.
