inside of EMT on roof wet location?

Hello all... I just had to pull out my fire alarm cable (fplr) that was in a raceway on rooftop. EMT with raintight connectors and couplings. Inspector stated that the INSIDE of EMT on rooftop is now considered a wet location and my cable is not rated for wet locations. We have a good relationship with inspector so we went ahead and obliged, but cant for the life of me find where this is stated nationally or locally. Anybody ever hear of such a thing?

300.9 Raceways in Wet Locations Above Grade.
Where raceways are installed in wet locations abovegrade, the interior of these raceways shall be considered to be a wet location. Insulated conductors and cables installed in raceways in wet locations abovegrade shall comply with 310.8(C).
