Not very consistent with the colors they used for the ungrounded and grounded conductors
The inline fuse for the duplex receptacle mounted above the amp meter
The amp meter in in series with the ungrounded conductor top left BX cable, feeding something not in the picture

my first thought was some type of motor repair station but the rec above the amp meter is not tied to the amp meter

No, it appears that the receptacle is and is fed through the fuse holder and that purple jumper. The cables, one going down and the other off to the right are loads also.

It is very homemade and non standard. Most likely it is something that the homeowner should be advised, take it out. After disconnecting it, if you find it fed something that you still need, you can consider repowering the load.
The meter belongs in a curio collection. The installation was not done by a regular trade contractor. It's a unicorn.

To either reiterate or add to the above, in no particular order:
It's a 120v "service" with an ammeter, not a watt-hour meter.
Could be a "sub-panel" not the service; check other side of wall.
Feed coming in from upper-left cable coming through the wall.
The conductor coloring is not consistent throughout installation.
Top of the enclosure was butchered to accommodate ammeter.
Both ungrounded and grounded conductors switched and fused.
Receptacle above is also used through fuse-holder on bottom.
Service rating appears to be stuck through on label on door.
It's probably better and safer than some wiring I have seen.

Agree with larry, likely is 120 volt supply, from the top left cable. Look carefully the black conductor goes to top left terminal of disconnect. White disappears on us but pretty sure is the one landing on left ammeter lead, then right ammeter lead lands on the top right terminal of disconnect. Lots of old installations had fuse in both lines, some may not even been grounded originally and maybe part of reason why fuse in both lines. They are metering the white supply lead (whether it is grounded or not).
