Inspection Failed (Pig Tail In Panel) NEC 250.112 (c)

We recently did a panel change out. (3) 20-amp circuits 12-2 romex and the equipment ground on those circuits were short we pigtailed (3) number #12's and ran a single #10. It failed due to NEC 250.112 (c). Which makes no sense... What am I missing....

Was told that i couldn't wire nut them at all because of that code. The grounds must be landed single on the ground buss. Then told I'm the inspector and i can inturpit the code how ever i want..

I can only say this harshly, the guy's an idiot. Unless he has been granted the power by a law to make up his own code rules he's wrong. According to the NEC, he's wrong. I would go over his head.

I wrote a letter to the head inspector and I'm filing a complant. He is a bully in our city.
