Inspector requirement

I,m burying 2-2" pvc pipes for a doctors office. Service is 120/240 single phase and conduit is under a driveway. According to the code 24" cover is needed. My problem is this, the inspector neither passed nor failed me but insisted right before I reached the power pole , for utility hook up, that I buried these conduits with minimum 36" cover. Should I grab my shovel or argue the point of 24" cover. Does he have the right to make up his own rules beyond the NEC??

Well does the area that you're working in have any local requirements that exceed or modify the NEC? If not than I say dig your heels in. Not into the ground but into arguing that he can only enforce what's in the book not what's in his head.

If it is for our service cables, we require a 36" deep trench. The rules from the NESC match the NEC so it is just our rules. I suspect that Bob is correct in his assessment. :D

I think the 36" depth also comes into play if you aren't bonding metal elbows. Could this be the problem?
