Inspector requiring all breaker in MDP have locks put on them?

We got permanent power inspection a few weeks back, and today the inspector was at the job doing an overhead inspection, and noticed that we had some lights on the 2nd floor. He wanted to know why the panels were hot on that level. He wants us to install breaker locks on all of the sub feed breakers in the MDP until he inspects all the sub-panels.

My question - If the main electrical room is secured, and locked, is there an exception that would say as long as only a qualified person had access to the main electrical room, we would not need to install the breaker locks?

If the building has not been finaled the inspector has control, he can demand what he wants. Depending on the situation he could have the POCO shut down the power if the building is working with a temporary power permit, had that happen in Sarasota once when a restaurant started stocking food in coolers and freezers when the TPP was for testing and start up only.

First thing I'd do is ask for a Code reference.
I doubt it's a code issue. In a certain city I worked in you had to give the inspector a list of circuits and feeders that you were going to turn on for a permanent power connection if you requested it before the building was finaled. They would usually walk through with us looking at every circuit we planned to energize, the rest were off limits.

Along with that, a list of names of who would have keys or access to the panels was also needed and finally, all other contractors on the project had to sign off that they were informed some of the permanent wiring would be live.

Thanks! We are used to getting the power turned on, and being able to turn the other panels on to check out everything!

In NYC the building is powered for months maybe years before there is an inspection beyond the service. Sometimes even the service isn't inspected before it's energized.

Yet everywhere I have worked an inspector has to give the POCO permission to energize the service.
