If a hipot test fails on a damaged medium voltage cable does that mean the failure is a direct result of the cable damge or could it have failed due to prior issues and still worked sufficiently enough not to indicate a insulation problem.

How would not grounding the cable effect the test:rant:

A person who does Hi Pot testing told me that older cable is very touchy. The cable that was being tested was at least 40 years old, maybe older. You have to bring the voltage up very slowly or you can cause a failure just doing the test. People with more direct experience may debunk this.
