FOr this MCC it say to remove existing started which doesnt seem to make sense since they say it's a space bucket.
Anyway what's involved in removing that starter and installing the fused switch? A lot of work? Thanks.

The correct way is to remove the existing buckets and replace them with new buckets that you get from the MCC manufacturer.

Spare just means it's unused. It might be empty, it might have an unused starter in it. In either case the correct fix is to pull the existing buckets out and replace them with what the customer wants now.

Generally, “spare” means a spare starter or feeder, if it is empty, it’s usually referred to as a “space”. But of course, that is not a hard and fast rule, I too have seen the word “spare” used to refer to a space (but not the reverse).

Since it says to install new fused disconnect I'm not sure how you came to that conclusion.
Two of them point to the starter symbol and say to remove that, implying that they want to re-use the fused disconnect in the starter bucket. But you are right, the lower left note says to provide new switches.

One thing to be careful of, most VFDs will give you information on SPECIFIC fuses that must be used ahead of the VFD, because that was what they were UL listed with. Those fuses are sometimes of a type that will not fit in typical fuse clips used in starters. You will need to get that data from the VFD mfr ahead of time to know that you need to do or if you need to modify the buckets.
