Installation of a Self-Protected Combination Controller

I am using a non-adjustable motor controller to provide short circuit protection for a motor. The motor drive states that the short circuit protection is 14.2 x the maximum rated current of the motor drive.

So, I have a motor with a 1.4 FLA. The motor drive is rated from 1.25 to 5A. The manufacturer claims that becasue this is a UL508 Type E motor drive that this device is NEC compliant with this motor.

I don't see that in light of section 430.52.C and particully section (6) of that section. I would think from reading the code the maximum current would only be allowed to be 13 time the maximum rated current because the motor I am using is NOT a Design B energy-efficient motor.

Can anyone help me to see what I am missing?
