Installation of disconnects-new construction-need help

I am not a licensed electrician. However all my life I have always completed all electrical in my own residential remodels and for others. This as well for new construction. I have always passed inspections. I'm currently starting the electrical and install for the new home I am building for my wife and I in Franklin, TN. I have been using the 2012 NEC plus following all local guidelines. I am bringing in 400 amps. 200 for the house and some of the additional for my on site shop. I am mounting my meterbox on the exterior with the feeder coming thru the basement wall. My service panel will be located at the opposite end of the house. Here's my question; Do I need to install a disconnect immediately after the feeder pass thru on the interior basement wall before going back out with the additional amperage to my sub panel? And I will have a main disconnect in the house service panel too. I couldn't find the correct answer to this in all my research. By the way I used to teach automotive electrical and electronics and for 11 years I was a forensic investigator for residential fires. I'm retired from the automotive industry.
