Installing a telephone with 90 vac ringer by swimming pools

I have been looking in the code for a distance that I need to keep away from a swimming pool with a telephone that has a 90 vac ring circuit. Closest thing I found is 680.8(A) C. Is there another place that may help me ?

Correct me if I'm wrong but isn't the ring signal a reversed polarity 48 volts from phone company? Trying to recall my telecom class.
 
Ring is 90VAC, usually 20Hz, though they used multiple frequencies and resonant ringers on party lines. Polarity reversal was used for certain signaling (DID, Caller ID, etc)

Why is this a problem in 2014 ? I thought everybody had cordless phones now ? Well except Me, I do have a dial phone still.
 
680.23(D) limits the location of the telephone outlet to a location not less than 10' from the inside of the pool wall.
