I have been looking in the code for a distance that I need to keep away from a swimming pool with a telephone that has a 90 vac ring circuit. Closest thing I found is 680.8(A) C. Is there another place that may help me ?

Probably doesn't help, but the old Bell System Practices prohibited installing jacks or cords long enough for the phone set (or handset?) to reach a bathtub.

Correct me if I'm wrong but isn't the ring signal a reversed polarity 48 volts from phone company? Trying to recall my telecom class.

Ring is 90VAC, usually 20Hz, though they used multiple frequencies and resonant ringers on party lines. Polarity reversal was used for certain signaling (DID, Caller ID, etc)

Why is this a problem in 2014 ? I thought everybody had cordless phones now ? Well except Me, I do have a dial phone still.

I have cordless phones in my house; however, I keep a couple of corded phones around. Cordless phones don't work when the power goes out.

680.23(D) limits the location of the telephone outlet to a location not less than 10' from the inside of the pool wall.

The 90V AC is additive to the 48V DC so off hook can still be sensed while ringing.
