Installing Buck Boost Transformer

I want to install a buck boost transformer on a piece of equipment at a commercial garage that is cord connected. Would it be a code violation to mount the transformer on the side of the machine and come in and out of the transformer with the cord? The machine is a Dynamometer for doing smog checks.
 
I can only speak for myself, but iff its a piec of equipment with a factory cord and plug, we don't even look at it.
 
It appears that the cord is field installed and not factory installed is this correct?

If this is field installed which section of 400.7(A) are you using to permit the use of flexible cord?

Is this cord terminated in an attachment plug and energized from a receptacle outlet?

Also is it intended or identified for cord and plug connection?

Yes it is terminated with an attachment plug and energized with a receptacle. I talked to Snap On Tools technical support and the technician informed me that the machine is delivered without a cord attached and it is up to the electrican to install according to the local code requirements.
