Installing surface fluorescent over recessed; questions-

I'm looking at specs that call for 1x4 fluorescent wraparounds to be installed in the place of current recessed lighting.

Would I be in violation if I removed the existing recessed can, detached the j-box-to-can whip and installed a new whip into the back of the fluorescent?

If so, I sure I can reach into the ceiling and install a 4" square and tap out of that unless they're small than 6". I'm just unclear if I'm violating a listing by using the recessed j-box for something other than the recessed can.

I don't know; haven't seen it. This is a gov't project and they wouldn't let us in today to look at the job. They said it was unfair to the other contractors who are bidding (wth????). Anyway, I'm just going to assume that I can't extend the wiring into the fluorescent fixture. According to the drawings, the ceiling is vaulted w/ 24" attic clearance (in the high, the space above the cans measured @ 18")and covered w/ gypsum board. I'm trying to avoid going up there like the plauge.
 
Dittos that. Seems like it would be just about as easy to bring the building mc right in to the flourescent. You might have to reach in their and pry the first strap off.

It may be possible, but what if I can't? Just wondering if there is a specific prohibition of what I'm proposing.

I'd do it in a heartbeat. It's obviously large enough for the quantity of conductors.

Having a box above the fixture would likely violate 410.24(B).
