Assuming you mean instantaneous trip ONLY circuit breaker, outside of a factory built combination motor starter, there is no valid/legal use for it. The only reason you can buy them is to use for exact replacement in a motor starter.

I don't think he using this for nec required electrical protection
but as an A17 and NFPA code required auto disconnect
the shaft is sprinklered
heat detectors are located in close proximity with a slightler lower rating than the sprinkler heads
the detectors trip the shunt, a td is often allowed to park the car at a landing
local manual reset is required

imo, not an issue

All elevator controls are required to have the normal starter protections (overload, stall protection and instantaneous trip protection during faults). When the elevator shaft is is sprinklered, an additional shunt trip is required to disconnect power to the elevator, the tripping signal taken from the fire protection controller.

Is it a fire alarm breaker now?

Is it a fire alarm breaker now?

Would you expect this breaker to now require a lock-on device at the breaker handle similar to a fire alarm power breaker?
