Anyone know who makes institutional grade receptacles for facilities such as prisons and detention centers?

I don't think there is such a thing. There are only four receptacle identities that are specified in the Standard for Attachment Plugs and Receptacles, ANSI/UL 498.

1. general use
2. hospital
3. federal specifications (fed. spec.)
4. combination hospital/fed. spec.

A designation such as "institutional grade" is likely only a marketing gimick with no real evaluation or testing by a NRTL that makes it any different than one of the types listed above.
