Is there any particular reason the code requires the grounding conductor to be insulated once the wiring method is considered outside? It's not a requirement for other outdoor installations. Are they afraid of rusting EMT????

Maybe because in a pool environment potential differences on the order of a volt can cause shock? Making contact with a grounding conductor that is carrying either fault current or unexpected neutral current a hazard?
Or maybe it is just corrosion in a chlorine rich environment, even in open air?
