insulated grounding conductor

An inspector told me that UF 12-2 underground installation does not satisfy the insulated grounding conductor requirement supplying power to an above ground pool pump. It looks like to me that this grounding conductor is heavily insulated. I just wondered what you know about this.

The EGC in UF is bare, not insulated.

It is covered by the sheath but it is not insulated.

It is a violation of 680.21(1) to use uninsulated EGC to a pool pump. As iwire mentioned, UF (NM-B) doesn't have an insulated ground; it's jacketed.
