Insulated grounds

We had an inspector fail us for using romex to feed a subpanel for pool equipment. He sights Art 680.25 exception as the rule. I find in Art. 680.25b that the ground is only required to be insulated if it is fed from a seperate building. I've consulated other inspectors in different municipalities sayin an insulated ground is not required. Any help clearing up this matter would be greatlty appreciated.

680.25(A) Requires feeders for pool equipment to be installed in raceways and the only exception is for existing feeders. If this is a new feeder NM-B cable can not be used. Look at 680.25(A) for the raceway types permitted.

680.25(B) Requires an insulated equipment grounding conductor to be installed with the feeder. If any existing cable is used for this feeder or if the feeder is supplying a separate structure the equipment grounding conductor is not required to be insulated.
