Insulated vs Insulating Tools

I had my NFPA 70E training yesterday and the materials made reference to "insulating and insulated tools," so I asked about the difference and the instructored conjured up a guess that it was the same and was only presented that way due to misspeaking. What's the difference?

If I had to guess, I'd figure one term insulates the tool from you and one term insulates the tool from whatever you're working on?

Semantics. 70E in the Article 100efinitions, only lists "Insulated."

Insulated tool: Tool that would normally be conductive covered with insulation.

Insulating tool: A device meant to provide insulation for safety. Such as the orange mats used by linesmen. Gloves may also be called insulating tools, as they are, in a sense.
