Insulating bushing in LB

I am getting some mixed information. Do you need to use an insulation bushing to protect size 4 or larger wire in a PVC LB like this:

Here is the section in the NEC

352.46 Bushings. Where a conduit enters a box, fitting, or
other enclosure, a bushing or adapter shall be provided to
protect the wire from abrasion unless the box, fitting, or enclosure
design provides equivalent protection.
 
Exactly, the question is if there is a consensus that it provides equal protection.
Yes, besides it is not designed for a bushing. The idea of a bushing is to protect the conductors -- yes you can nick the nylon jacket when installing the conductor in very large wires but the bushing you showed would not protect the wires during installation. I believe there are tools you can use to protect the wire on install

That was my thinking but some threads right here such as this one threw me off a bit. Appreciated.
