So I get a call there's no 220 in the house, I open up the panel and check voltages

A phase to neutral 120
B phase to neutral 64
And nothing on one phase on the load side of main so the problem is two fold the nutreals we're all corroded so I suggest a panel swap ,

I swapped out the panel and still the same problem

I open up the meter pan and volatges are good from Poco 2 gang meter pan both meters ok

So I check votages with the meter in at the Jaws and get normal readings but when I go to the lug.i get the 64 volts

I've never seen that before I found it pretty strange that the voltage wasn't getting across to the lug must have been some serious corrosion on that jaw

OK, you open the panel and check form A phase to neutral and get 120V. You check from B phase to neutral and get 64V.

I assume this was on the line side of the breaker. You should check from A phase to B phase to see if you get 240V.

You would not have got the 240V and that should tell you there is a problem upstream.

Now you check the meter base and find the real problem. Get permit and get power disconnected and change out the meter base and if need/wanted change out panel.

Doesn't matter now but the problem could just as easily been a bad connection form the power company.

The only thing wrong with changing out the panel was expecting it to solve the problem. It looked bad and probably needed to go.

I knew the problem was up stream panel needed to be changed anyway yes, Friday is scheduled for meter swap

you are allowed to yoink the meter for safety...then they come back and re-lock it. but if live works for you...sweet.

So... you swapped the panel hot, knowing it won't solve the issue. Then a few days later you're going to have the power shut down to replace the meter socket/pan.

Silly me. I would have done both when the power is off, sans the chance of experiencing the Big Blue Zot.

You'll get slapped for that in a lot of places around here; they get upset if you cut their meter tag.

You can't take out the meter for any circumstances with out Edison and that would usually take about three months from the date of your request

What location is that where there is a 3 months time frame for a repair? Sounds unreasonable to me.

That's NYC. So you have a service call and find that the customer needs a new meter pan. They only have one leg working. So what are you supposed to do- send an email to Con Ed and wait 3 months?? Here in Westchester (also Con Ed) we yoink first and answer questions later. What are they going to do, throw you in jail?
