I am looking for comments on the use of interior/exterior lighting 10' with the edge of a pool, spa, or fountain.

To get up to speed read NEC article 411, and specifically 411.4 (B). Then read article 680.3 which redirects us back to 411.4(B). Based on this the answer is no class 2 low voltage lighting systems cannot be used within 10? of a pool edge.

I have surveyed many individuals in the industry i.e., Architects, Engineers, Manufactures, and lay people and the overall consensus is that class 2 is not a hazard in the 0-10? pool edge area.

It might not be a hazard in the eyes of the professionals that you've mentioned but the NEC sees it differently. You need a minimum of 10', even for LV lighting that may be operating at only 12 volts.
 
Can this understanding - no lighting within 10 ft., any direction, from any part of the tub - be correct? That can't be right. I can't think of any outdoor gazebos, and very few residential rooms, that are physically large enough to meet those requirements.

I absolutely disagree that there is no hazard using a Class 2 lighting system within 10' of the edge of the pool.

Just because you have a Class 2 system does not mean that there is not a shock hazard present when a person is wet. Water reduces the resistance of the skin and increases the possibility that a Class 2 power supply can cause a severe shock.

In the 2008 handbook exhibit 680.6 appears to allow lighting over 5ft but within 10ft from the edge of the pool, if it is on a GFCI circuit.

Am I correct in this?

(2011 NEC) 680.22(B)(4) permits lights to be located within 5' to 10' of the edge of a pool where GFCI protected and not located less than 5' above the maximum water level. This would not allow Article 411 landscape lighting to be located within 10' of the pool edge.
