interlock on reversing starter

I was told that NEC states that a mechanical interlock must be used on reversing starters as a back up for electrical interlocks. The person that told me this doesn't know where it's located in the code and I can't find it to argue the point. I'm not sure if one is required or not.

NFPA 79 - electrical standard for electrical machinery - 1997 edition - sorry don't have the 2002 ed. yet.

section 9.11, page 79-22
motor contactors & starters.
"motor contactors and starters that initiate opposing motion shall be both mechanically & electrically interlocked to prevent simultaneous operation."
