Will adoption of the IBC (International Building Code) by a city have any effect on NEC installation or design requirements?

Not really. The IBC does have some electrical requirements, but nothing that your not used to already (emergancy lighting, accessibilty height requirements, etc...)

I would tend to say yes.

Presently in new residential construction smoke detectors are an option, I think adopting the international building codes will change that.

I may be wrong but another change as was told was the wall between an attach garage and the dwelling will be fire rated and penetration in that wall will have to maintain the integrity fire rating, for example the switch box may not be plastic and you would have to keep them two feet apart.

That is just a few that come to mind I am sure there will be others
