Wanted your opinion on the following scenario.
I'm A MA licensed electrician working in a metropolitan area of MA. I change out all devices in a ten unit apt building. During the inspection, the inspector asks me why I didnt change the breakers to AFCI combo's. I reply that I didn't because I'm not required to under 210. 12 (B). He says thats the exact section that requires me to do so. I don't understand. I think he's wrong. I only changed out the devices I did not "modify, replace, or extend the branch ckt wiring." This is crazy (I think). Does that mean that everywhere (AFCI is required), every time i replace a $2.00 rec I need to replace a breaker that will cost me $50.00.
I think this article leaves too much room to let the AHJ interpret it however they'd like. Shouldn't the NEC then provide definitions for "modified wiring" and "extended wiring" ?
Lastly, do you think this is where the controversy over whether or not AFCI must be provided for existing circuits when a service is upgraded comes from? Murphy's Law guarantees that your existing wiring will never make your new panel. If I trough or can the wires, have i extended and modified the branch circuits? Im unclear on this and would appreciate some input/ clarification.
