Please see attached. I have new building.

Questions:

1. NEC 2014 section 250.94: Would the telecom ground bar in electrical room can it be used for intersystem bonding? Exhibit 250.37 says must be listed for interstate bonding.

2. Is their any other code section that apply?

3. Can the #4 AWG connect to neutral bar of service disco?

As I see it the #4 can be connected to the neutral bar as the neutral and grounds are bonded together. I guess the telecom must be listed so if the unit is strictly for telecom that I would say no but Ibet it would pass in most areas. Personally I don't see it as different from a standard intersystem bond
 
Interesting question on listing of copper bus bar. Check with Harger, Erico to see if they have listed versions. If needed can change out existing or add a lisred ISB next to it. But as pointed most AHJs wont question.
