406.8 are receptacle outlets on the front and the back of a single family home to be inuse covers if product is plugged into them, like wise if small porch not able to sit on also require them, the code to me is unclear, help set me straight.

406.8(A) is the requirements for DAMP locations. In these areas, receptacle outlet covers are required to be weatherproof only when a plug IS NOT inserted into them.

406.8(B)(1) is the requirement for WET locations. In these areas, receptacle outlet covers are required to be weatherproof when the plug IS inserted into them.

If you are refering to the 2002, 406.8(B)(1)states "whether or not the attachment plug cap is inserted."
406.8(B)(2) is for 'Other Receptacles'.
