Inverse Time delay breakers

Hi everyone. I have a circuit that is 230 volts, 1.5 hp single phase. It has an AC motor connected to a branch circuit supplied by #14 THW conductors. How can I determine the Maximum inverse time delay breaker permitted to protect tthis circuit? Thanks for your help. I've checked out Table 430.52 and am still confused.

FLA of 1.5 HP is 10 amps. Table 430.248.

250% of 10 = 25.

430.52(1) exception (2)(c) would allow 400% or 40 amps if it will not start.

The size of the wire does not enter into it as it should be protected by the motor overload protection.
