I work for a property maintenance company that is employed under contract with a property owner (University) to manage various off-campus site locations. They utilize their own University Facilities group to manage on-campus building management and these folks are the owner's employees, whereby our contract specifically states that no one in my company is or should be construed as an employee of the Univerity. This University has a Fire Marshall who is the apparent AHJ for the property.
They are trying to find out if we can legally service the fire sytems in situations where there are dirty smoke heads, panels needing to be reset after any issues, and address any of these small issues.
The way I read the code and based on my own understanding of this I believe that the owner is free to have their own employees service the system under their licensed electrician, but for my company to do so we would need a master licensed electrician who also has additional certification on fire systems. The University seems to believe that my company is under their umbrella and the Fire Marshall also believes that being the AHJ he has the ultimate authorty to make this judgement.
I do have a Master license strictly for use with my employer but no personal liability coverage or additional certification for Life Safety Systems. If we comply with this request would my company be assuming the liability as well as me personally- being the license holder, and does the Fire Marshall even have the ability to waiver from the fire code as he so chooses?
What I also am concerned about is my supervisor has made no advice to me in writting to my questioning of this while also providing to him my "opinions", and the University is now requesting that I send my staff to a brief training session put on by the Alarm company themselves. When I asked my supervisor in writting if I should sent these folks to training he has made no response. I am strangely getting the idea they are waiting for this to occur as though I am complying without thier actual direction.
I will add that should this service ability occur it would be a benifit to both my company and to the University financially.
