I read stuff on this but where does the nec stand on it. The manufacturer of this radiant heater says it is rated for outdoor but not to used when raining. Duh,,,, seems like a strange comment.

What I am getting at is IPX4 rated for wet location? It does not appear to have a wet location rating just IPX4

It should be rated ipx5 to be waterproof, What heater are you thinking of? They have become popular with all the smoking outdoor regulations.

I'm thinking the NEC may rely on UL for this one.

It is one of the ones toward the bottom

Here is what the letter my friend got from the sales dept

All Bromic heaters have an IPX4 rating and are splash resistant. They can be installed in an outdoor location without cover, but should not be used when wet or in the rain.

It seems to me that IPX4 is good for wet location but not rated for being submersed in water. The point is the nec doesn't appear to recognize or at least mention ipx4

Technically, IP ratings are not recognized by the NEC at all. See Table 110.28, IN No. 2

Edit Add: It should be noted that it is the ISA, not NFPA, nor IEEE, nor UL, nor any other US "electrical" organization that ultimately represents the United States to the IEC Electrical Technical Advisory Groups.
So what would the advantage be to get an ip rating as opposed to one that corresponded with T 110.28? IPX4 almost seems to follow a 4X listing--- I Electricians Talk they deliberately did that
