IR Inspection of a switchboard shows overheating (~500 degrees F) in ground bus bar.

What could be the reason behind this? False reading? Since it does not carry current on normal operation, could the overheat be due to loose connections?
 
Who did this infrared inspection? I'm not sure what the deal is but it's almost impossible for a ground bus to get that hot and not have the insulated conductors that are connected to it have the insulation melt.
