IRC vs NEC Locations reqired for arcfaults??

The neighboring city has swithed to 2006 IRC ??? Most Items seem the same. The inspector assured me the were minor differences an refered me to the city website. The city website is not updated> Where are Arcfaults required , as mandated by 2006 IRC.
 
what I read the 2006 IRC and the 2005 NEC are the same regarding the AFCI protected circuits

2005 NEC, 210.12
2006 IRC, E.3802.12

bedroom outlets,and combination type arc fault breakers
