Is a A/C disconnect pullout rated for service ?

I was asked to help a childhood friend to install a EV charger at his vacation home.
He asked me to help and said he already has all the parts.
He picked up a standard Meter can and a small A/c fuseable pull-out.
I have never seen or used a A/C disco for service before. I don't think it has the space for the wiring. Ground and bond.
I have always used a safety switch in these cases.

Also I don't think a Nuetral is necessary since it is only a 240v , but what to do when the inspector requires it?
 
I agree with Dennis and will add that the neutral used or not must be brought into the service disconnect and bonded.
 
I did not see how one of these pullouts would work. There is no place to land the Nuetral, GEC, and the EG.
I don't know why the POCO would tell him it would be ok.

The NEC requires it to be service rated and that rating means there will be spots for neutrals and GECs.

The power company could not care less.
