Is a Busway riser a Feeder

Looking at the sizing of a Busway Riser in a high rise as part of a peer review and whether or not it was sized correctly. Have looked at Article 220 and Article 215 assuming that it would be considered a feeder. I think that's the case BUT wanted to make sure it didn't fall into some other category and was perhaps NOT subject to Article 215? What do you think?
