is a CT can considered a panelboard?

If I'm installing a transfer switch on an existing service, can I route my service conductors to the XFR switch and my feeders back into the same CT can (separate conduits of course) before entering the bldg switchgear? If the CT can is considered a panelboard, this should be ok. If considered a raceway then NO.

It is not a panelboard. Look at the article 100 definition. As the name CT cabinet implies I would call it a cabinet under Article 312.
