Is a disconnect required

I work at an old power generation facility. We have multiple 230 volt outlets that were originally intended to supply power to portable welder units. Are these outlets required to have disconnects in the vicinity of the outlet? Can someone provide me with an NEC citation or OSHA citation that I can reference to get them put in? There are disconnects that are out of sight in various areas but none that are at the outlets.

Which the conditions there will depend on the design of the welding unit. Most typical general use welding machines will not need an additional disconnect as they will have a disconnect on the machine.

My guess for the requirement, at least when a receptacle is involved, is so that a user will have ability to not have to plug/unplug the machine under load.
