Is a MCB required in this situation?

I am working on a set of apartment buildings and I am torn between needing a MCB in my meter stack or not. Each building will have 24 apartments 12 apartments will be feed from 1200A 13 meter, meter stack from the north side and one from the south side of each building. Each meter stack will be feed from a service transformer. Does NEC 230.71 apply here?
 
Correct, each meter would have their own breaker i am inclined to think we need a main service disconnect ahead of all the meter stacks. Or is each meter considered their own service?
