Is a receptacle required near Unit Heaters (Ref 210.63)

I understand the A210.63 requirement for a receptacle near HVAC equipment for mainteance purposes. However, does this extend to resistance Unit Space Heaters? As an extreme example, iwould it require me to have a receptacle within 25 feet of a 3kW Cabinet Heater?

Assuming residential interior unit. There should already be one that fulfills this requirement.
