Considered a Class I, Division I location?

A senior engineer has assured me that Diesel fuel does not meet the characteristics of the fuel that is described in the NEC. Any further clarification would be greatly appreciated.

The Senior Engineer is correct. The NEC isn't the best reference in this case. NFPA 497 details how to determine the volatility of fuels.
