Is a Staircase a "Structural Ceiling"?

Does the bottom of a stair count as a "structural ceiling" per 110.26(E)(1) (dedicated equipment space above the panel). In other words, can a panel be installed under a staircase if there isn't a full 6' of dedicated space between the top of the equipment and the bottom of the stair?

I would consider the staircase to be part of the structure but not necessarily the structural ceiling. Parts of the actual structure are permitted within the 6' dedicated equipment space.

As long as you meet the other distance requirements then you don't need 6' above the panel if you have a ceiling. IMO, the stairway underside is a structural ceiling.
