Is a sub-panel necessary?

If you have an existing building with an existing panel and are building a structure within 30' are you required to put a sub-panel or any other means of disconnect at the new location? The new structure only needs 3 or 4 new circuits for receptacles and lighitng. If a means of disconnect is necessary does it have to be outside or can it be on the inside?

>>> Yes. And more than 1 circuit will require a ground rod.

>>> Either, if its inside, it needs to be as close as possible to where the feeder enters the building.
