Is AFCI Protection Required For Kitchen Small Appliance Receptacles In North Carolina?

Is AFCI protection required for kitchen small appliance 120-volt receptacles and 120-volt hard wired appliances in North Carolina? I am reading the State 2020 Amendments where it implies that they are required but I don't ever see them in the newer homes that I work in.
