Is an electrical outlet Required for non-required wet closet by code? 20A ??

I'm confused by my county's "finished basement requirements". They say a dedicated 20A circuit GFCI is Required for each bathroom added. (that's allot - could easily cause need of a new panel or even new service)

question 1: I suspect this doesn't apply to small water closet that are not required (ie, adding one in basement) but applies to dwelling unit of required bathrooms. but i have no idea.

question 2: 20A is allot. What in tar nation are they requiring? How is it law my bathroom must have two hair dryers running 24/7? Why am I "required" to have 2 hair dryer in a place where 1 hairdryer isn't really safe?

(I'm adding a minimal size water closet, light combined in fan, no outlet. just a small convenience closet that isn't "required" by code to exist, if that matters.)
