Is Bonding Conduits to the Lightning arrestor system permissible?

Is this correct? These are service conduits carrying 300A.
250.134 says the conduits should be bonded to the counterpoise.
Here they are grounded to the Lightning protection system which is bonded to the counterpoise through down comers

If incorrect, what section of the NEC does it violate?

I believe that NFPA 780, the lighting protection code, requires that any conductive object within 6' of a lightning protection conductor be bonded to that conductor.
 
However don't conduits need to be bonded to the Equipment Ground as a first choice?

For some reason I thought conduits had to be bonded to the Equipment Ground as a first choice.

In general if two codes tell you to do two different things and you can do both, that is the solution.
If two codes tell you to do incompatible things, then check with the AHJs.... :)
