Is disconnecting means required between ats and transformer

We are bidding a generator project. It is a 1600 amp 120/208 3 phase service to a church. We will be placing the automatic transfer switch outside beside the transformer. Does there have to be a disconnecting means between the transformer and the automatic transfer switch? If so, does it have to be fused? Thank you for your time.

Yes, and yes unless the OCP is adjacent. (I think)
