Is galvanized steel conduit required?

I'm an electrical contractor installing a generator in a Skilled Nursing Facility. The code section is 517-40 (1999 code used by the State of California). The size is 75 KW and the installation is outdoors (NEMA 3R). A question was raised by an Architect for a requiement to use only galvanized steel conduit for the emergnecy power. I an unable to locate it in NFPA 70 or NFPA 110. Has anybody seen this requirement?

see 517.30 (C)(3) which lists the wiring metods, this is the 2005 NEC. PVC can be used if concrete encased

What is a skilled nursing facility?
Is this the same as a hospital?
If not, would 517.30(C)(3) even apply?
If so, wouldn't EMT or IMC be permissible since it's a "nonflexible metal raceway"?
