I am wiring a 240v 20A cord and plug connected pump in well house shed. This shed has a well in it but its not in use. The pump is an air pump that supply's aeration to a pond for fish health.

So this shed is considered commercial. It is weather tight. Does the breaker need to be a GFCI?

Definitely an opinion, but it appears to fall under Art 682 and , the receptacle not being "outside", would not need to be GFCI.

If this shed is part of a dwelling unit property, I think the receptacle would require GFCI protection based on 210.8 (A) (2) Garages and also accessory buildings that have a floor located at or below grade level not intended as habitable rooms and limited to storage areas, work areas. and areas of similar use. If this pump could be hard-wired and a disconnect could be installed, no GFCI protection would be necessary.
