is it a code violation to use Lay in lug for current carrying conductor

We were setting a small transformer and a journeyman asked me if it allowable to use a lay in lug for a current carrying conductor?
I told him I did not think it was but would look it up.
I haven't found anything in code but lay in lugs are designed to maintain a continuous conductor for grounding and the lugs are listed thus.
He used Lay's in as we had enough and were out of chair lugs,
I am ordering the chair lugs as they are listed as current carrying conductors and I don't think lay in's are code compliant.
no matter what I will change them as the work is under my license (master permit) and the inspectors always want to inspect new services.
Maybe I am just two set in my ways and don't want to find anything different. its only 15KVA but size shouldn't matter here.

Meaning you will need to look at the listing for each lug type, and determine how they are allowed to be used
 
The lay in lugs are listed for grounding and bonding really not much info on this I have it changed over to chair lugs, I asked an inspector in another jurisdiction my license covers he said the listing only stated for grounding and bonding so I was right to change to chair lugs, he said he was sure he had passed lay in lugs as current Carrying conductors in the past but would be paying more attention in the future.
