Is it code compliant to pass through one disconnect a second disconnect with 2 separate circuits?

I’ve got 2 separate circuits 120v (hot, neutral, ground)

Disconnect 1 is for a boiler on circuit #1

Disconnect 2 is for a pump on circuit#2.

Is it code compliance to pass through disconnect one to get to disconnect #2 with circuit #2 for boiler?
